The Utah House on the third day of the 1998 session amended and passed House Bill 195, a technical cleanup to the state code governing special service districts.
Representative Yore moved the amendment filed on the pink sheet dated 01/20/1998 and described it as clarifying taxing authority and putting provisions in the proper code sequence related to redevelopment and regional service designations. "The amendments are merely clarifying some of the taxing authority and putting them in the proper code and sequence with the RDAs that we're working in this code with," the sponsor said on the floor.
Members on the floor said they knew of no opposition from the special service district association. The chamber approved the amendment, the bill was so amended, and the House voted to pass HB195 on third reading. The clerk announced a roll-call result of 68 yes, 0 no. The measure will be forwarded to the Senate for its consideration.
The sponsor told members the change removes a future mechanism for creating a particular kind of regional service area; he described it as "book cleaning" and technical cleanup rather than a policy change. No amendments were requested during floor debate, and the sponsor waived final summation before the vote.
