House passes resolution asking agencies to develop meth-lab cleanup and habitability standards

House Joint Resolution 11 (first substitute) passed the Utah House unanimously on Feb. 24. Representative Tyler described the resolution as an interim step to have the Department of Public Safety, Department of Health, and Department of Environmental Quality study and recommend standards for cleanup and habitability after methamphetamine lab incidents.
Tyler said earlier legislative attempts to solve the problem found inadequate technical information to set standards and that the agencies were enthusiastic about addressing the topic. The resolution asks for five specific items in the agencies’ report, including cleanup procedures, habitability standards, enforcement responsibility, certification for private cleanup providers, training for public health and safety employees, and funding sources.
The resolution also calls for a report to the Law Enforcement and Public Safety Interim Committee and the Judiciary Interim Committee by September to provide committees time to consider recommendations. Voting on the first substitute was recorded at 69 yes and 0 no; the resolution will move forward for the committees’ review.
