SALT LAKE CITY — A reform to Utah’s career-ladder program that would have reallocated performance funds to school-based awards tied to student achievement did not clear the Utah House on March 1.
Representative Bill Wright presented H.B.120 as a plan to link a portion of the state’s career-ladder funds to school performance and to return money to schools based on student results. Supporters framed the measure as a targeted incentive to reward schools showing growth and to breathe new life into a stagnant program.
Opponents raised concerns about the proposal’s measurement framework and its likely impact on existing career-ladder recipients. Representative Dave Cox, among others, argued the bill would divert funds from teachers who have met the existing, rigorous requirements — including documented curricula, professional development and evidence of student progress — to a broader pool distributed at the school level. Cox called for a more deliberate approach and recommended further study.
Proponents said the measure was narrowly tailored and preserved local control, and they urged passage so pilots and adjustments could follow. A substitute amendment reduced some thresholds and preserved certain options for awarding money, but the House ultimately voted the bill down, 29–43.
The failure leaves the existing career-ladder structure intact for now, and sponsors said they will continue deliberations with stakeholders and the education task force to refine accountability measures and distribution mechanisms.
