SALT LAKE CITY — The Utah House of Representatives on Feb. 10 moved several bills and took multiple floor actions in a session that concluded with a recess for committee work.
Early on the floor, voting on House Bill 108 as amended was completed and the House announced the bill passed with 65 yes and 7 no; it was referred to the Senate. The clerk then read HCR4, a resolution recognizing 100 years of soil surveys in Utah; Representative Cox explained the resolution’s educational purpose, and the House passed HCR4 by a vote of 70 yes and 1 no.
The clerk announced the first substitute to House Bill 152 (Petroleum Storage Tank Trust Funds). Representative Eurer moved to "circle" the bill (set aside), the motion passed by voice, and the bill was circuled for later consideration.
Other business included introduction and passage of the first substitute to House Bill 107 (recreational land use immunity), which passed 70–0 after the sponsor, Representative Bowman, read a supporting letter about local skate‑park efforts. Later in the day the House returned to House Bill 153 (water conservation plan updates), uncircled it for consideration, adopted an amendment exempting suppliers with fewer than 500 service connections from the five‑year update requirement, and passed the amended bill 43–29.
Members made announcements about committee meetings, caucuses and a reception; Representative Garn moved to recess until 2 p.m., and the motion passed.
