House passes broad educator-licensing overhaul consolidating professional-practices rules

The House approved first-substitute House Bill 109, a comprehensive rewrite consolidating educator licensing and professional-practices provisions into a single statutory scheme. Allen pointed members to a green-sheet comparison showing new section numbers and noted key changes: a renamed statutory section (new 53A3420) limiting local-parentis defenses, statutory recognition of the Utah Professional Practices Advisory Commission with two added parent members, expanded enforcement including subpoena authority (section 53A6306), and uniform hearing applicability across local and state boards. Allen cited earlier national attention from Secretary of Education Richard Riley and said the bill contains provisions encouraging professional development and voluntary advanced licenses.
The House adopted several technical and substitute amendments during floor debate and passed the first substitute by recorded vote. The Speaker announced the bill received 59 yes votes and 13 no votes and will be referred to the Senate.
