The House approved First Substitute House Bill 68 on Feb. 4 after adopting an amendment to shorten notification timelines.
Representative Holdaway, sponsor, described the bill as designed to increase communication between municipalities and counties when development or zoning actions and road expansions occur near jurisdictional boundaries. Representative Harper moved an amendment to require 7 days' notice before meetings (rather than 10–14); Holdaway said he accepted the change and emphasized the bill’s intent to improve coordination rather than impose onerous new duties.
Supporters said the measure would help urban areas where cities and counties border each other and alerted colleagues that the League of Cities and Towns supported the bill and helped draft changes. The House passed the bill 65–3 and will refer it to the Senate for further action.
