The Utah House on Feb. 2, 1999, voted to pass House Bill 178, a measure to standardize fees for voter registration and voting-history records. Representative Lowell Nelson explained the bill during floor remarks, stressing that it "does not... make private the voter records," while clarifying that existing private elements—driver's license numbers and Social Security information—remain protected.
Nelson told colleagues the Lieutenant Governor, after consulting county clerks, would establish a uniform fee schedule for registration and history records, and that those fees would come back to the Legislature for approval under existing procedures. He described the bill as largely technical with the primary change being creation of uniform fees and related clarifications.
The House opened a vote after summation; the clerk recorded that HB 178 "having received 71 yes votes and 0 no votes passes this body and will be referred to the senate for further action." The bill was uncircled and placed properly before the House before debate and adoption on the floor.
