Utah House Adopts Rules and Assigns Hundreds of Bills to Committees
Summary
The House adopted the previous legislature's rules for the 1999 session, adopted the Rules Committee report and assigned dozens of House bills and resolutions to standing committees; several procedural motions (suspension of formal readings, printing of memberships) passed by voice vote.
During the opening organizational session the Utah House adopted the same rules previously used by the 52nd legislature until new rules may be drafted for the 53rd. The motion to adopt the rules passed by voice vote.
The Rules Committee report was then moved and adopted; the clerk and speakers read a long list of House bills that were considered read for the first time and referred to the Rules Committee. The clerk announced that House Bills 6 through 66 and House Bills 168 through 235, plus HJR 3 and 4 and HR 1, were read for the first time and referred to Rules. Later in the morning the House assigned many bills to standing committees (Education, Judiciary, Natural Resources, Revenue and Taxation, Transportation, among others) as announced by the chair.
Several procedural motions passed by voice vote: printing the Speaker’s prayer and remarks in the House Journal; printing majority and minority leadership selections and committee membership lists in the Journal; suspending formal reading of bill titles under suspension of the rules; and allowing legislators to sign as cosponsors on prefiled bills with the chief sponsor’s permission.
