Utah House Elects Martin R. Stephens as Speaker on Opening Day

Representative Martin R. Stephens was elected Speaker of the Utah House of Representatives by acclamation during the chamber’s opening session. The nomination was placed by Representative Kathleen Jones and a motion to elect Stephens by acclamation was made and seconded on the floor; members voted aye and the motion carried.
Stephens was sworn in and thanked the Fremont High School Choir, family members and guests. In his inaugural remarks he invoked the U.S. and state constitutions and framed five responsibilities for legislators: respect constitutional limits; protect individual rights; provide constitutionally prescribed basic services; minimize taxes while delivering those services; and protect equity in the marketplace. He emphasized stewardship of public trust and urged members to avoid exceeding authorities.
After his remarks Stephens introduced key session staff, naming Chief Clerk Carol Peterson, Administrator Holly Parker, constituent services staff, Journal Clerk Janice Gadd, Sergeant at Arms Tom Moglen and other session employees. The House moved promptly from the swearing-in to its initial organizational business.
