Miss Silberman presented the HILLSBORO R-III district's 2025 annual performance report (APR) to the board, explaining the metric's two components: academic performance on statewide assessments (70%) and continuous-improvement measures (30%).
She reported a three-year composite APR of 81.9, a single-year APR increase from 79% to 80.5%, and said the district sits in the top third of Missouri districts by APR ranking (about 188 of 554). The presentation noted that while the district earned full points in several continuous-improvement categories (including dual-credit participation and the four-year graduation rate), it fell slightly short in some English language arts measures and one college-and-career-readiness point that was very close to the cutpoint.
Miss Silberman described how status and growth measures differ and emphasized that the district met or improved points for multiple student groups, including improvements in math, science and social studies in certain groups. Board members asked a slide-labeling question ("on track" vs. "track"), which presenter corrected.
The report framed APR outcomes as evidence the district is providing varied opportunities for learners and noted ongoing work through professional learning communities and data-driven interventions.
