House roundup: dozens of measures moved; several bills passed and sent to Senate
Summary

During its Feb. 17 session the Utah House adopted committee reports, handled consent-calendar items, and passed a number of bills that were forwarded to the Senate.
Notable floor actions and outcomes:
- House Bill 137 (Impact Fee Amendments): Passed 65-0; the bill modifies challenge procedures and sets an effective date of July 1; referred to the Senate.
- Senate Bill 144 (Tax Increment Amendments): The House adopted Amendment 2 (clarifying use of RDA increment financing for Provo City, prohibiting use of proceeds for eminent domain for those increments, and extending certain project-start deadlines to 02/2002) and passed the bill 49-20; returned to the Senate.
- House Bill 109 (Legislative retirement contribution options, second substitute): Passed 45-26; will be sent to the Senate.
- House Bill 147 (FACT Council steering committee restructuring): Passed 64-8; will be sent to the Senate.
- House Bill 193 (Tuition waivers for eligible long-term foster-care youth): Passed 67-5; will be sent to the Senate.
- House Bill 323 (Clean fuels incentives): Passed 62-9; will be sent to the Senate.
- House Bill 185 (Prudent layperson emergency coverage, first substitute): Passed 39-32; will be sent to the Senate.
The House also approved procedural motions (e.g., placing SB 121 on time certain for Feb. 21 at 11 a.m.; moving several bills between calendars; committee assignments and rules resolutions such as HR 4 and HJR 14). Several resolutions recognizing athletes and others were read and referred to Rules. At the end of the morning the House recessed until 2 p.m.
