Representative Hatch, the bill sponsor, told the House the measure would require insurance coverage for programs that teach people with diabetes to manage their condition and cited an estimate that “approximately 120,000 individuals in the state of Utah” are affected. Hatch said education and monitoring can reduce severe complications — dialysis, heart attacks, amputations — and thus reduce long‑term costs to the health system.
