The Utah House on Feb. 7 rejected a Senate request to recede from House amendments to Senate Joint Resolution 2, which addresses ethics procedures. Representative Cohen moved that the House refuse to recede; supporters urged the House to maintain its preponderance‑of‑evidence standard for ethics matters and to let the conference process explain the House dialogue to the Senate.
Representative Year supported refusing to recede and urged referral to a conference committee to allow dialogue between the two chambers. The House then approved a motion authorizing the Speaker to appoint a conference committee; members substituted and approved a five‑member House delegation to work with the Senate committee to resolve remaining differences.
The House chair then announced the Speaker’s appointments to the conference committee, including Representatives Cohen, Adair, Hendrickson and Gary Cox. The authorization to form a conference committee follows standard interchamber procedure to reconcile differing amendments and language between the chambers.
