House adopts small disclosure changes to lobbyist registration form

The Utah House on Monday passed a bill that makes modest changes to lobbyist registration forms and disclosure procedures.
Sponsor Representative King said HB151 is a limited measure to improve disclosure: the bill requires registered lobbyists who already must file disclosures to certify that they have read and understand Title 36, Chapter 11 (the Lobbyist Disclosure Act) and to indicate whether they intend to spend at least $50 to benefit public officials. "This law is a very simple attempt, to bring a little bit more disclosure to the lobbyist law," Representative Keane said in floor remarks introducing the discussion.
Floor debate focused on whether certain language repeated earlier certifications was necessary. Representative Brown moved to delete lines 35f941 as redundant; King said the elections office prefers a check box so the office can avoid sending disclosure packets to registrants who say they do not intend to spend money. The House adopted the amendment and then approved final passage; the clerk recorded the bill as having received 69 yes votes and 0 no votes and referred the measure to the Senate.
Next steps: HB151 will proceed to the Senate and, if enacted there and signed, will change lobbyist registration form practices in state filings.
