Utah House passes housekeeping bills, hears historical presentation and recesses for governor's address

The Utah House handled a mix of ceremonial, procedural and legislative business after the judiciary address, including a multimedia presentation from Representative Sidaway and votes on housekeeping measures.

Representative Sidaway opened a historical presentation contrasting the 1899 and 1999 legislative sessions, drawing on archival material and statistics about public education, higher education and corrections. "As we begin this first legislative session of the new millennium... we thought we'd begin with a little, philosophical note," he said while introducing the program and noting research help from several institutions.

On floor business, the House read a set of bills for first reading and referral to committees, then considered the annual "revise your statute" bill (House Bill 221). Representative Susan J. Cohen told members the bill contained no substantive changes and primarily corrected punctuation and moved provisions; the House voted and recorded 74 yes, 0 no, sending HB 221 to the Senate.

Representative Cohen also sponsored House Rule 1, proposing non‑substantive editorial changes (replacing occurrences of "reading" and "docket" with "journal"). After a brief amendment process the House adopted the changes and passed HR 1 by recorded vote (72 yes, 0 no). The companion joint rules measure (HJR 5) also passed and will be referred to the Senate. The Rules Committee then presented a list of bills recommended for standing committee referral, which the House adopted.

Before adjourning, leadership moved that the chamber recess until 5:45 p.m. so members could return for the governor's televised State of the State; the motion passed and the House stood in recess.
