House passes bill requiring reporting when water rights change hands

Representative Steiner told members, "when you buy a piece of property, you want to be very careful that you own the piece of property that you buy…Throughout the state of Utah, we have…water rights that are even more valuable than property," emphasizing the practical importance of clear records.
Members asked how the bill interacts with adjudicated systems such as the Bear River adjudication. Questions from the floor clarified that court decrees arising from adjudication would not automatically be treated by this bill and that property owners must file recordation with the county recorder, which then transmits records to the State Engineer.
