House approves repeal of outdated 'special police' provisions

The Utah House on the floor voted to pass House Bill 16, a measure to repeal outdated special police provisions in state code and clarify where policing powers are already authorized.
Sponsor David L. Zelman, the bill’s sponsor, said the provisions date from 1973 and dubbed them “World War II police provisions,” arguing other statutory authority already grants the powers and the repeal removes duplication. "These are World War II police provisions, and…all these powers are granted in other areas," Zelman said. He told members the Legislative Research Office had reviewed the code and supported repeal.
There was no extended debate. After the sponsor waived summation, the House opened voting; HB16 received 63 yes votes and no opposing votes and was referred to the Senate for further action.
The action is procedural: repeal removes anachronistic text but does not create new policing powers. The House will transmit the bill to the Senate where further consideration will occur.
