House adopts committee reports; several bills advanced to second reading

Representative Tyler moved to adopt the committee reports and the motion carried; the clerk ordered the bills read for the second time and placed them on the calendar for third reading.
The Health and Human Services Committee reported favorable recommendations on HB 47 (Waste Tire Recycling Industrial Assistance Loan Program repeal/amendment) and HB 215 (Waste Tire Recycling Amendments). The House adopted that committee report and those bills were set for second reading and placement on the calendar for third reading.
The Education Committee reported a favorable recommendation on HB 181 (educator background check amendments). Representative Fransen moved to adopt the report and the motion passed; HB 181 was read for the second time and placed on the calendar for third reading. The clerk also noted first readings and referrals to the Rules Committee for other measures, including HCR3 (affordable housing) and HGR8 (resolution on the state superintendent). Communications from the Senate transmitting Senate Bill 74, Senate Bill 85 and SCR 1 were announced and referred to the Rules Committee.
The floor also considered and withdrew a procedural motion to suspend rules concerning the 24-hour calendar rule after members noted it was unnecessary.
