House floor actions: introductions, procedural motions and committee reports
Summary
On day two of the session the House read introductory bills, returned HB 179 to Rules after a numbering glitch, circled the first substitute to HB 8 to allow time for the substitute copy, and adopted multiple committee reports placing bills on third-reading and consent calendars.
The Utah House used much of the floor time for procedural business: the clerk read a slate of newly introduced bills, the chamber handled several motions including returning House Bill 179 to the Rules Committee because of a numbering glitch, and the House 'circled' the first-substitute of House Bill 8 to allow staff time to place the substitute text on legislative computers.
Representative Cohen moved to remove HB 179 from the third-reading calendar and return it to Rules after a computer error was identified; the motion passed. Representative Pace introduced a first-substitute for HB 8 (election law changes); when the substitute was not immediately available the floor voted to circle the bill and take it up later. The House also adopted committee reports from Business, Labor and Economic Development and Health and Human Services, placing HB 172 and HB 27 on the third-reading and consent calendars, and recommending other bills for placement on upcoming calendars.
The chamber concluded with routine announcements and agreed to adjourn until 10 a.m. the following day.
