Mayor's report, grants and multiple approvals highlight Stratford special meeting

At the Town of Stratford Council's June 11 special meeting Mayor Hoytig delivered a wide-ranging report on events, grants, and development activity, and the council approved several grant applications, contract actions, fee changes and appointments.
Mayor's report and grants: The mayor congratulated local graduates and summarized community events including the Paradise Green Farmer's Market and the summer concert series. She announced several grant awards and pending grant applications that the town will pursue: a US Forest Service award of approximately $500,000 (through the Arbor Day Foundation) to support an arboretum, a recreational trails grant for $131,000 to support trail master-planning, and a community grant of $281,840 to pay for arboretum construction and site amenities. The mayor also reported on progress at Stratford Point (the former Army engine plant site), noting a commemoration at the Pentagon and that the developers plan a public information session in late June followed by a zoning administrative hearing to address coastal site planning and permitting.
Grant and resolution approvals: The council approved Resolution 6.2.0.1, adopting the town's Capital Improvement and Equipment Plan for FY2025'2029. It authorized the mayor's office to apply for a $547,450 Legelight Health District grant (no town match) to bolster public-health emergency preparedness and to apply for a $63,257 DEEP grant with a $21,085 town match to support a pump-out vessel for harbor management.
Contracts and change orders: The council approved a $22,000 change order for the Fairy Creek pump station wet well pumping; a $319,000 amendment to HV Contractors for Franklin School alterations; and a $234,359 contract authorization with RFJ Associates for Wilcoxon School work. The council also approved an acquisition referral for Main Street (Fresh Pond access road) and authorized an agreement with the Coast Guard Auxiliary for a portion of property at 1 Bird's Eye Street.
Fees and appointments: Council approved increases to the transfer station tipping fee (from $95 to $110 per ton), yard-waste tipping fee (from $47.60 to $70 per ton) and the residential fee from $9.50 to $11 per 200 pounds; the mayor said the new fees reflect actual consortium costs. The council reappointed Ed Cinto to the Waterfront and Harbor Management Commission (term to 05/31/2029) and appointed Robert Hunchack Jr. (term to 05/31/2026); additional inland-wetlands appointments were also recorded.
Executive session outcome: After an executive session on abandonment of Sargent Drive, Putnam Street and Nathan Street, the council voted to refer those abandonments to the planning commission for review under Connecticut General Statute 8-24 and authorized town attorneys to proceed as discussed in executive session.
The meeting concluded after appointments and general business; adjournment was approved by voice vote.
