House adopts master study resolution, adding dozens of interim study items

The Utah House approved the master study resolution HJR16 on Feb. 27, 2001, directing the Legislative Management Committee to assign study items to interim committees for longer-term review.
Representative Garn introduced the measure and members added many study topics by floor motion and voice vote. Among the items adopted were long-term professional development programs for disability services (House Bill 37), a study of funding and design for a World War II memorial, long-term nursing care liability, cellular telecommunications taxation policy, a study of establishing an elections commission, property tax relief for the elderly, truancy issues, and a study of the State Fair Park (whether to sell or return it to state ownership).
Members were frequently brief in floor debate, noting that the master study resolution is the vehicle for legislators to add topics they want committees to address during the interim. Representative Swallow and others urged adding several cross-agency items; Representative Throckmorton successfully moved to delete a controversial item (item 79) from the list. The House recorded the vote on HJR16 as 64 yes and 4 no and referred the measure to the Senate for further consideration.
