House approves salvage-vehicle reform bill after amendments; heads to Senate

The Utah House passed a second substitute to House Bill 377, a measure intended to tighten rules on salvage-vehicle titling and junk permits, on a 66–4 recorded vote and will refer the bill to the Senate.
Sponsor Representative Hogg explained the bill seeks to protect public safety by keeping clearly totaled, unrepairable vehicles off the road and to assist law enforcement in preventing vehicle-identification-number swapping. He identified stolen vehicles with transferred VINs as a national problem the bill would address.
Several amendments were introduced on the floor to clarify the role of the Division (the relevant state division) and the information used to determine whether a vehicle merits a junk permit. Representative Biskupski moved an amendment (dated 02/22/2001) that removed language that would have made an insurer's information determinative and instead allowed the division to consider an insurer's estimate of damages. The sponsor described the amendment as friendly and said the bill had been worked on with insurance companies.
After amendment consideration and summation, the clerk announced that the second substitute House Bill 377 passed with 66 yes votes and 4 no votes. The bill will be referred to the Senate for further consideration.
