House amends Olen Walker Housing Trust Fund bill to change board secretary status

Bennion said the intent remained that the director serve administrative functions; Representative Harper argued the change conformed to practice in other agencies. The motion to amend (page 2, line 32) passed by voice vote and was ruled carried by the chair. Subsequent discussion returned to separation-of-powers rationales for changing legislative membership on a decision-making board.
