Floor roundup: House advances education, criminal and procedural bills to Senate
Summary
On Feb. 15, the Utah House approved a package of bills and committee actions, including Senate Bill 88 on rental-vehicle theft (70–0), HB 235 (publication of district expenses; 73–0), SB 39 (fee waivers for nonprofits, 40–29) and SB 48 (passenger limits for young drivers, 57–15). Several other measures were amended and referred to the Senate.
The Utah House handled a broad floor calendar on Feb. 15, advancing multiple bills to the Senate and passing committee reports. Notable floor actions included:
- Senate Bill 88 (theft of rental motor vehicles): Sponsor Representative Wei explained the bill would allow rental companies to report vehicles stolen after 72 hours by reclassifying rental vehicles; the House passed the bill 70–0.
- House Bill 235 (publication of school district expenses): Members amended the bill to change the online publication deadline from Oct. 1 to Dec. 15 so the State Board of Education could compile district reports; the amended bill passed 73–0 and will be sent to the Senate.
- Senate Bill 39 (substitution and fee-waiver provisions): The House accepted a fifth substitute clarifying that counties and cities may authorize fee waivers or nonmonetary services for nonprofits and passed the substitute 40–29.
- Senate Bill 48 (passenger limitations for young drivers): A conference committee substitute added a parental written-consent exemption for certain travel; the House adopted the report and passed the bill 57–15.
Other committee reports and substitutions were adopted during the session; several bills were amended on the floor and referred to the Senate for further consideration.
