House takes up committee reports, passes several bills and assigns measures to committees
Summary
The House received multiple Senate communications, adopted committee reports, passed several bills on consent (including H.B. 314, H.B. 168, H.B. 287), and the Rules Committee assigned a slate of bills to standing committees.
On Feb. 16 the Utah House handled routine floor business including interchamber transmittals, committee reports and several consent‑calendar items.
The reading clerk relayed numerous Senate transmittals and committee communications early in the session. The Education, Judiciary, Law Enforcement & Criminal Justice, Natural Resources, Health & Human Services and Transportation committees reported favorable recommendations on a range of bills; the House adopted the committee reports and placed bills on second reading, third reading, or the consent calendar as appropriate.
Notable floor outcomes on consent or brief presentation included:
- House Bill 314 (military overseas ballot procedures): Presented by Representative Matt Throckmorton; passed the House 68-0 and was referred to the Senate.
- House Bill 287 (Public Transit Tax Amendments): Presented by Representative Wayne Harper; passed and was referred to the Senate (vote recorded as passing with 2 no votes).
- House Bill 168 (notice to noncustodial parent when a child requires off‑premises emergency treatment): Presented by Representative Fred Fife; passed 71-0 and was referred to the Senate.
Later in the day, the Rules Committee (chair Thomas Hatch) reported and the House adopted committee assignments for a substantial list of bills across standing committees, preparing them for hearings and appropriation consideration.
