House approves mix of bills on roads, special districts and municipal codes; several measures sent to Senate

On transportation, the House uncircled and debated Senate Bill 38 (Highway Authority Winter Road Closure Authority). Representatives discussed earlier concerns and a friendly amendment; supporters emphasized local authorities' need to close roads for repairs and weather conditions beyond prior statutory limits (previously 90 or 120 days), while opponents had worried about limiting local authority. On consumer-protection and finance, the House passed the first substitute for Senate Bill 50, which increases the cash-value exemption in life insurance policies from $1,500 to $5,000; voting on the substitute produced 70 votes in favor and the bill will proceed to signature steps. The House also received and adopted committee reports on further taxation and revenue matters (including SB 113, HB 284, SB 34) and made committee referrals per the Rules Committee report.
The House approved several other bills and technical fixes on the floor: HB 169 (name changes for special districts) passed (72 yes, 1 no); HB 173 (special service district qualified electors) passed (73 yes, 0 no); and the chamber substituted and circled first-substitute language for Senate Bill 98 to clarify that unmanned telecommunications facilities do not automatically create a subdivision under municipal code language. Sponsors emphasized the municipal-planning and county-engineering consequences of the language being clarified.
Other floor items included adoption of the Emergency Management Assistance Compact (EMAC) measure (Senate Bill 118) and several housekeeping committee referrals listed in the Rules Committee report.
