House renames and broadens electric-deregulation task force to study wider energy policy

House Bill 244 renames the electric-deregulation and customer choice task force as an Energy Policy Task Force and expands its duties to study energy needs, conservation and generation. After debate over membership and balance, the House passed the bill unanimously, 71-0.
Representative Thomas Hatch told members HB 244 would broaden the electric deregulation and customer choice task force into a wider Energy Policy Task Force to study conservation, generation, transportation of energy and federal efforts. "What the proposed legislation would do would change the name of the task force to the energy policy task force and also broadens the duties of the task force to actually study the energy needs in Utah," Hatch said.
Amendments changing membership counts and party balance were proposed and debated; Representative Hansen sought an equal balance by reducing a majority-party slot, but the chair ruled against some changes and recorded votes on amendments failed or were withdrawn. Multiple speakers supported broadening the task force, citing rising prices and energy shortages in nearby states.
The House approved HB 244 by voice/roll-call with a recorded tally of 71-0. The bill will be referred to the Senate for further action.
