House reconsiders and passes third substitute redistricting plan, sends HB 2,001 back to Senate

The Utah House voted to reconsider and then passed Third Substitute House Bill 2,001, a redistricting plan, after a day of tense debate. The clerk reported the bill received 54 yes votes and 20 no votes and the House will return the bill to the Senate for the president's signature.
The motion to reconsider was introduced and debated at length. Representative Curtis spoke in favor of moving forward after a brief caucus. Several members described an emotional and difficult process. "This has been an exceptionally, difficult process for all of us, and our emotions are high and our patience is thin," Representative Becker said during floor remarks, summarizing minority caucus frustration with how proposals were offered and handled. Representative Philpott urged colleagues to avoid partisan rhetoric and called on leaders to "set a better example" for constituents and the press.
House Chair Representative Adair closed the discussion by thanking members for their service and urging members to vote their conscience. After summations were waived, voting opened; the Clerk announced the tally and the bill's passage. The Journal entry notes the bill will be returned to the Senate for the president's signature and then enrolled.
The House also appointed committees to notify the Senate and the governor that it had completed its business before adjourning.
