Owners Laura and Zach Meeko described their operation and asked for a specific exemption for their truck to serve a sunrise market and other morning activities. "We are asking... to operate starting at 07:30 in the morning so we can serve the community," one owner said, explaining the trailer serves coffee and pastries, does not cook on‑site, and uses park power.
Commissioners framed the change as a narrowly tailored exemption to avoid opening the morning hours to all vendors. The commission clarified that the amendment applies only to this named vehicle and that the total number of trucks on site must remain at the previously approved cap of four. The commission also prohibited use of generators for the morning operation and required that the proprietor manage truck placement if more than one vendor seeks the same space at noon. The record contains letters of support and a petition of about 200 signatories submitted by the applicants.
Public testimony included support from local residents. Nicholas Langel, a nearby resident, said the applicants are "exactly what our community needs" and endorsed the Meekos as neighbors and small‑business owners. The motion to approve the amended special case, with staff and commissioner recommendations included, passed unanimously, 5–0.
The permit change allows the named Drowsy Whaler trailer to operate at 07:30–12 under the conditions recorded; the business will remain subject to Stratford health‑department licensing and other applicable permits.
