Stratford council adopts Natural Hazard Mitigation Plan update to keep FEMA funding eligibility

The Stratford Town Council voted on Oct. 15 to adopt the Natural Hazard Mitigation Plan Update 2024, a regional plan developed with the Connecticut Metropolitan Council of Governments and conditionally approved by the Federal Emergency Management Agency.
Councilmember Alvin O'Neil moved to adopt the update, noting Stratford's continued vulnerability to hazards including floods, storms, sea level rise and drought. The resolution says adoption will make the town eligible for certain mitigation funding and requires assigned officials to pursue recommended actions and five‑year maintenance consistent with 44 CFR 201.6.
Town Planner Susmita explained that an extensive appendix (hosted online and shared regionally) contains scoring and detailed support material. She said annual progress reports are filed with FEMA as part of the town's Community Rating System participation and offered to circulate past progress reports to council members.
Councilmember Frey and others asked for clarification about specific action items and outreach steps; Susmita described how conservation, planning, engineering and emergency management collaborate on outreach, brochures and workshops. The council approved the resolution by voice vote.
The council directed that progress on implementation be reported annually to maintain program benefits and local oversight.
