The Stratford Zoning Commission spent the administrative portion of its Oct. 23 meeting discussing a comprehensive rewrite of the town’s zoning regulations and a calendar for formal adoption. Planning and zoning administrator Jay Obanske recommended sending the required statutory referrals to the Office of Policy and Management, DEEP, the regional planning agency and neighboring towns, opening a public hearing on Nov. 13 and aiming for adoption at the Dec. 11 meeting if referrals and recommendations are resolved.
Obanske said the referral process requires about 35 days and described a practical schedule: circulate final drafts to commissioners, collect final comments, and optionally hold a special work session to resolve contested sections before the public hearing. He emphasized that technical edits should be handled before the public hearing to avoid on‑the‑fly text changes.
Commissioners discussed accessory dwelling unit (ADU) language and a workforce‑housing provision tailored to state programs ("build for CT"), noting that some state rules remain in flux and that the local regulations were written to accommodate program changes where feasible. Commissioners asked staff to circulate Len’s comments and set a mini calendar for November and December; the commission voted to empower Obanske to prepare the formal adoption application and associated materials for the November meeting.
Next steps: staff will distribute the draft regulations and a mini calendar to commissioners, solicit final comments (staff requested submissions as soon as possible), and post the Nov. 13 public hearing; planning commission review is scheduled for Nov. 19 and its comments will be considered before any December adoption vote.
