The Stratford Planning Commission voted unanimously to recommend the Town Council consider a proposed lease of a portion of 540 Longbrook Avenue for installation of 11 fuel cells.
Town planner Smitha told the commission the applicant is awaiting updated lab sampling and proposed to cap the top 4 feet of soil to contain residual contamination if values allow the project to proceed. Bruce Jackson, the town attorney, described the remediation approach and said the fuel‑cell operator(s) would pay the town $175,000 per year for 20 years for use of otherwise unused land.
Commissioners emphasized the need for confirmation of the laboratory results and appropriate capping or remediation measures. The commission's recommendation is advisory; final approval of any lease and site remediation plan remains with the Town Council and other permitting authorities.
