Planning commission opposes text amendment to allow boat sales and storage across CA zone

The Stratford Planning Commission voted to issue an unfavorable recommendation on a proposed zoning text amendment that would add a use permitting the sale, storage, service and display of boats in CA (retail commercial) districts.

Town planner Smitha explained the request from applicant Peter Harvey, who seeks to store and display boats near the Blue Goose restaurant and elsewhere in CA zones. Staff said the proposal presents both consistency and inconsistency with the Town Plan of Conservation and Development (POCD): it may support waterfront redevelopment and economic opportunities tied to boating on the Housatonic River but could conflict with objectives to maintain pedestrian‑oriented, walkable retail corridors and the aesthetic improvements planned for Ferry Boulevard.

Commissioners questioned whether existing boat storage operations in the corridor are grandfathered and discussed whether screening or landscape requirements could mitigate visual impacts. Several members said the proposed use was inconsistent with current redevelopment goals for Ferry Boulevard and moved for an unfavorable recommendation. The motion to recommend denial passed by voice vote.

Next steps: The Planning Commission's unfavorable recommendation will be transmitted to the Zoning Commission and Town Council for their consideration under the text‑amendment review process.
