House adopts rules committee report and advances multiple bills on first and second reading

The Utah House adopted a comprehensive Rules Committee report on the morning floor session. Chair Thomas Hatch presented recommendations that under suspension of the rules several interim committee bills (including HB 16, HB 17 and HB 18) be read for the second time and placed on the third-reading calendar and that those bills, together with HB 48, be scheduled for a time certain on the House calendar. Representative Bennion moved adoption and the House approved the report by a voice vote.
The Rules Committee's recommendations also included a long list of bills and resolutions to be read for the second time and placed on the third-reading calendar or reassigned to standing committees, including measures on youth fishing licenses, impounded livestock sales, criminal-code definitions, tax and regulatory matters, and several Senate bills transmitted for House consideration. The Speaker announced assignments to Business and Labor, Education, Government, Transportation, Workforce Services and other standing committees as read into the record.
Floor members executed several procedural actions during the session: motions to uncircle bills (for example HB 48 and HB 55) and motions to circled or schedule bills (for example HB 39 was circled after a motion to substitute). Many bills were read for the first time and referred to Rules or assigned to committees; the transcript lists these titles and sponsor names but does not include the full text of committee reports.
