Special session adds county‑annexation rules, hears budget reallocation bill and unanimously passes Murray centennial resolution

The House considered items added to a supplemental proclamation issued Dec. 18, 2002, and explained to the chamber by the lieutenant governor's certificate. The proclamation added two agenda items: a resolution recognizing Murray City's centennial and a legislative item to modify county annexation effective dates and prorated revenue sharing.
Representative Ron Bigelow introduced House Bill 6,006 (Budget Reallocation Authority), describing it as a mechanism for agencies to recommend reallocations between line items to the legislative fiscal analyst and the governor's budget office by Jan. 27 for possible inclusion in a supplemental appropriations act. "We want them to do this by the January 27," Bigelow said, noting the Legislature would retain final authority.
Representative Bradley T. Johnson presented House Bill 6,007 (County Annexation Amendments). Johnson said the bill resolves revenue-allocation problems that can arise when a portion of one county is annexed into another and cited a proclamation affecting Green River land moving from Grand County to Emery County as an example. Under the draft language, revenues could be divided prorata (Grand County for Jan. 1–Jan. 5; Emery County thereafter) or, in certain cases, the annexation could take effect Jan. 1 so the annexing county would receive the whole year's taxes.
Representative Chad Benyon introduced a concurrent resolution honoring Murray City's 100th anniversary on Jan. 3. The House voted, and HCR 601 passed 73 yes to 0 no; the resolution was referred to the Senate.
The reading clerk also reported two Senate bills (Senate Bill 6,001 on general obligation bonds and Senate Bill 6,002 on fire academy support-account amendments) that the Senate had transmitted for House consideration. Representatives explained those measures on the floor and the House completed action that will return the bills to the Senate for signatures.
Separately, the House uncircled and returned House Bill 6,002 to the rules committee and moved other calendar-management motions before adjourning to a brief recess and a Republican caucus.
