WPCA approves Main Street (Putney) sewer extension and awards $131,825 construction contract

The Stratford Water Pollution Control Authority voted Nov. 25 to authorize a sewer extension on Main Street in the Putney area and to award the construction contract to AJ Pena and Son Construction for the low bid of $131,825. Chairman Brian O'Connor opened a public hearing on the petition before the vote; resident Haley Wallace, of 6181 Main Street, told the authority she and her husband have “been pushing for it for a couple years now” and said they were “very excited to move forward.”
Town Engineer Mister Casey said the project would extend the public sanitary main to serve properties at 6141 and 6181 Main Street and that the town council had appropriated construction funds from the sewer revolving fund to advance the work. Casey told the WPCA the town requested $155,000 from the revolving fund to cover construction up front; after construction the authority will hold an assessment hearing and assess the property owners, who will repay the sewer-revolving fund over a period up to 20 years at an interest rate to be set at the time of assessment.
Casey recommended awarding the contract to AJ Pena and Son based on a competitive process with three bids; the WPCA moved to award contract 2025-10 to AJ Pena and Son and approved the motion by voice vote. The board also approved a separate motion authorizing the extension to proceed as previously authorized by the town council.
The town engineer said owners had provided written emails of support and that the award is consistent with the council’s prior appropriation. The authority did not provide a roll-call tally; motions passed by voice votes. The WPCA said it will schedule the assessment hearing and publish assessment details and the schedule for owner repayment in accordance with town procedures.
Next steps: the authority will finalize contract paperwork with AJ Pena and Son and hold the statutory assessment hearing after construction to determine final owner charges and repayment terms.
