House adopts organizational actions for special session, appoints committee and recesses to caucus

Early in the special session the House moved to adopt the same House rules and joint rules used in the 2003 annual general session for the purposes of the special session. Members also moved that the Speaker be authorized to appoint a committee to wait upon the Senate and inform that body the House was organized and ready to do business; the Speaker announced appointees Steve Mascaro (transcript contains variant spellings), Lorraine Pace and Greg Hughes.
House leaders discussed suspending routine procedures for readings, noting that as bills and resolutions are considered on second and third reading and consent calendars the suspension would apply to bills introduced during the remainder of the legislative session unless a representative requested the full title be read. Leadership said Republican members would caucus and directed members to return by about 1:15 p.m.; a motion to recess until 1:15 p.m. was adopted and the House recessed.
These organizational steps established the procedure the House would use for expedited handling of business during the special session and placed named members on the committee to notify the Senate and executive branch.
