House Approves $84 Million Bond Package After Intense Floor Debate Over Priorities

After extended floor debate that produced multiple substitute motions and roll calls, the Utah House passed House Bill 2 (general obligation bond authorizations) as amended. The final tally announced on the floor was 40 yes and 35 no.

Representative Pace, sponsor of the original bond measure, described the bill as the committee's prioritized list of capital needs and defended earlier committee work: "We have a good committee that puts the time and effort in to know and understand these projects," she told colleagues. Pace said most projects have revenue sources and that the package was intended to limit new ongoing operating costs.

Floor debate centered on the overall size of the bond and which projects to include. Representative Johnson led an early effort to reduce the bond near the amount the state was retiring, proposing a strike-and-insert motion to reduce the total to roughly $63 million. A particularly contested thread concerned higher-education projects. Representative Bigelow offered a substitute motion to add a phase of the University of Utah Marriott Library and the College of Eastern Utah San Juan Library; Representative Morgan spoke in strong support of the Marriott Library renovation, emphasizing statewide library services and saying, "In the event of a moderate earthquake, the Marriott Library will collapse on itself, pancake if you will, in a matter of seconds." Representative Buxton pushed back on that characterization, saying the claim misstates the structure's likely behavior in an earthquake.

After several divisions and procedural votes the House settled on an amended list that, as summarized by Representative Pace on the floor, included $50,000,000 to remodel the State Capitol, approximately $2,700,000 for the National Guard North Salt Lake Readiness Center and $4,800,000 related to the Oxbow prison purchase allocated to the bond. The sponsor noted remaining projects may be pursued in future years and encouraged careful review by appropriations committees.
