House approves amendments to Utah Venture Capital Enhancement Act; sponsor says changes clarify structure and protect beneficiaries

Representative Peggy Wallace urged passage of amendments to the Utah Venture Capital Enhancement Act on the House floor, saying the changes were the product of months of cooperative work with state agencies and impacted industries. She said the bill's revisions fall into three main categories: clarifying the act's structure, procedures and purpose (including contingent tax-credit language, state-ownership limits and designation of beneficiaries at dissolution); adjusting board terms and actions related to the contingent tax credit; and a handful of technical and grammatical fixes plus a severability clause.
Wallace told members the Department of Community and Economic Development, the State Treasurer, the State Auditor and the Attorney General's Office — along with the Governor's Office and industry representatives — were involved in drafting the amendments. She said the process included consultations with representatives from other states to avoid problems other jurisdictions had encountered in similar 'fund-of-funds' structures and to simplify board roles and responsibilities.
During debate, Wallace invited questions and then delivered a brief summation urging colleagues to vote yes so the changes could be implemented immediately. Voting was opened on the bill and the motion passed; the chamber announced the bill would be returned to the Senate for further action per legislative procedure.
The amendments do not change votes or tallies recorded on the journal beyond the floor motion to advance the bill. The bill sponsor said notice of the specific edits had been circulated to members in advance.
The House moved the bill forward; the next procedural step is return to the Senate for its signature or further consideration.
