House passes resolution urging procedures for forced blood withdrawals after court ruling

The Utah House on the floor Monday unanimously passed House Resolution 7, which urges state agencies to put rules, policies and procedures in place governing forced blood withdrawals in the wake of recent court rulings. Representative Dana Love, sponsor of the resolution, said the measure addresses an increase in cases where drivers refuse chemical tests and convictions are reduced or dismissed for lack of evidence.
"A lot of times last year people refused to take any chemical test at all," Love said, adding that in many cases those refusals resulted in reduced charges. The resolution urges agencies to adopt procedures so that law enforcement actions are consistent and evidence is preserved where possible.
The resolution passed 73-0 and will be signed and enrolled. The sponsor waived further debate and summation before the voice vote.
