House debates and moves to refuse concurrence on higher-education revenue bond

The House considered a Senate amendment to House Bill 328 (revenue bond and capital facilities authorizations) that affected a possible purchase by the Utah Higher Education Assistance Authority. Representative Pace explained the Senate removed the Board of Regents’ option to buy an additional floor, which would save approximately $239,206 in the first period and more thereafter and reduce leasing costs by about $8 per square foot.
Representatives Allen and others urged the House not to concur, arguing the purchase would save money and better serve needs. Representative Allen called the move “a money saver” and supported refusing to concur so the authority could proceed with acquisition. Representative Johnson also rose to support refusing to concur. Other members noted prior high lease costs and cautioned future oversight of leases.
The House proceeded with the motion to refuse to concur and ask the Senate to recede so the chambers can resolve the difference; summations were waived in the transcript segment.
