Utah House adopts rules committee report, isolates Fourth Substitute Senate Bill 90 for separate consideration

Representative Curtis moved to adopt the committee report; Representative Marva Dilley (Rules Committee Chair) later made a formal motion to adopt. Representative Biskupski offered a substitute motion asking that the adoption be divided so the Rules Committee report could be voted on separately from Fourth Substitute Senate Bill 90, saying SB 90 was "a very difficult issue" and that it deserved discussion on its own. "I'd like to adopt the rules committee report without adopting or or to break it up so that we vote on the rules committee report separate from Senate Bill 90 and do that adoption separately," she said.

Representative Dave Clark urged members to accept the rules report, arguing substantive debate should occur when each bill is before the House rather than during the procedural adoption of the report. "There’s a lot of discussion that can go on in this, and I... I think what the good representative from Salt Lake is talking about is appropriate, that we should have a good and lengthy discussion," Clark said. Representative Dilley summarized by urging the body to move forward with the list "as is presented," saying the bills "need to be heard" and that the House could act on them when each bill returned.
