House takes multiple concurrence and conference-committee actions; adopts SB3 conference report and handles several recedes

After passing the workers' compensation measure, the Utah House addressed a series of concurrence and conference-committee items.

The House adopted the conference committee report on first substitute Senate Bill 3 (Minimum School Program Act amendments) after Representatives Snow and others said House and Senate agreed on clarifications, including restoring and adjusting an adult education funding line to $1,000,000; the House passed the first substitute 56–12.

The body concurred with Senate amendments to third substitute House Bill 145 (approval required for disposal of certain radioactive waste quantities) after the sponsor said the change closed a loophole for special nuclear material; the House passed that item 60–7.

On Senate Bill 33 (Mobile Home Park Residency Act), the House voted to recede from its amendments and pass the Senate version without the House changes; Representative Harper and others argued the Senate version would better protect owners and tenants and avoid state statute conflicts. The vote on SB33 was 52–15 in favor of receding.

The House also refused to recede on several other Senate amendments (including first substitute Senate Bills 245 and 250 and others) and authorized the Speaker to appoint conference committees to work the differences. The Speaker announced conferee rosters for multiple bills, and the House recalled House Bills 238 and 256 from the Office of Legislative Research and General Counsel due to missing technical amendments in transmitted documents.

Voting outcomes on these items were announced on the floor as they concluded; following the actions, the House recessed until 2:00 PM.
