The Presiding Speaker announced a request for motions to notify the governor and the senate, and an unidentified representative moved that the Speaker be authorized to appoint a committee to carry the message. “I would move that the Speaker be authorized to appoint…” the representative said, proposing a committee to attend the governor.
The motion was read for the record as directing the committee “to wait upon Her Excellency the Governor to inform her that we have finished or concluded our business and are prepared to adjourn,” language the Speaker restated. The Speaker called for discussion, heard none and conducted a voice vote: “All in favor say ‘aye.’ Opposed say ‘no.’” The Speaker announced, “Motion passes.”
Following the vote, the Speaker appointed Representatives Guillory, Philpott and Moss to the committee that will carry the notification to the governor. The motion and appointment were recorded on the floor by voice; the transcript does not include a roll-call tally or further debate. The body proceeded after the announcement.
