House approves state earned income tax credit despite large fiscal note

Representative Biskupski presented House Bill 345 as a refundable state earned income tax credit intended to reduce poverty among working families and offset the regressive effects of the state tax system. She described the federal Earned Income Tax Credit as a model and said a Utah credit would help families with children and act as fiscal stimulus because recipients spend locally.
During floor questions Representative Bigelow and others asked about the fiscal note. Biskupski confirmed the current fiscal-note estimate would reduce revenues by roughly $13.5 million and said the bill has been returned to the floor pending funding discussions. After discussion, members supported the measure and the House passed HB 345 64–5; it will be forwarded to the Senate for consideration and any needed appropriation decisions.
