Representative Verkhart said the site “is called the Solitude Landfill,” and added that it is moving from a class 1 landfill, licensed to receive municipal waste, to a class 5 landfill that would allow it to accept in‑state waste and certain construction and demolition materials. He told the House the change would allow, under contract through municipalities, some industrial waste but would not permit hazardous substances: "it's not licensed to receive...waste from a superfund site...It can't receive PCBs," he said.
Members raised no further questions and the motion to uncircle passed. The House clerk recorded that SCR 1 received affirmative votes and the resolution was signed by the Speaker for return to the Senate.
The action is procedural authorization for the permit change; the sponsor emphasized statutory limits on hazardous and Superfund‑type materials that would continue to bar those wastes from the site.
