House lists multiple bills for first reading; SJR 1 and SJR 2 referred to Rules
Summary
On day two the House read a package of bills for first reading—covering insurance, health, custody, trust lands, building standards, internet privacy, and election code correction—and referred many to committee; SJR 1 and SJR 2 from the Senate were also transmitted to the House and referred to Rules.
On the second day of the 2004 Utah legislative session the House clerk read a long list of bills and resolutions for first reading and referral. The clerk transmitted two Senate joint resolutions—SJR 2 (approving compensation for in‑session employees) and SJR 1 (reappointing the legislative fiscal analyst)—to the House for consideration and the Speaker referred them to the Rules Committee.
The reading clerk also announced numerous House bills for first reading and referral, including (but not limited to) measures on insurance mandate amendments; primary care network amendments; divorce and custody proceedings; state land use management plans and clarifying School and Institutional Trust Lands references; special group license plates and access to child welfare hearings; liability insurance for contractor monitoring systems; changes to the investment advisory committee and school trust land references; Uniform Building Standards Amendments; the Internet Privacy Act; Division of Facilities and Construction Management procurement changes; bridal health insurance waivers; construction bond amendments; and several resolutions related to disabilities, Social Security policy, and House rules.
Most of the items announced were read for the first time and referred to the Rules Committee or the appropriate committee for consideration. House Bill 4, a technical correction to an election‑code cross reference, was presented on the floor by Representative Karen Morgan and described as unanimously recommended by the Government Operations Interim Committee.
No final votes on the substantive bills were taken during the announcements; many items will proceed through committee consideration and future calendars.
