House approves 325‑page traffic-code recodification after brief floor questions

Senate Bill 5, a comprehensive traffic-code recodification, was encircled for floor consideration and passed the Utah House on Jan. 25 by a unanimous vote. Representative Dean (sponsor) said staff had worked with members and agencies to update code sections that in some cases had not been revised since 1979.
Representative Christensen raised procedural concerns about the bill’s size — calling it a "325-page bill" — and asked whether anyone had read it in full and whether the recodification included any substantive changes that should have been considered as separate bills. Christensen warned recodification can broaden definitions and delegate authority in ways that are not obvious from a single-title presentation.
The sponsor and staff replied that most of the changes reorganize and renumber existing provisions, though some updates were needed to reflect federal regulations and departmental authority. After questions and a brief exchange, the House voted 74–0 to pass the bill and referred it back to the Senate for final consideration.
