House approves several technical and policy items; resolves settlement funding for ADA ramps

The bill addresses the Commission’s vacancy procedures, permits certain commission payments to Subchapter S corporations, updates appraisal rules (including defining "trainee" and removing an obsolete requirement for appraisals to be sold), reduces the appraisal board from seven to five members, and delays a college-degree requirement to February 2008.
