House clears multiple procedural and appropriations items, moves supplemental appropriations and compensation bills forward

The Utah House used its final scheduled day to process a series of procedural and appropriations items received from the Senate, clear a compensation bill and adopt a land-use technical-cleanup.
Clerk announcements listed several measures transmitted from the Senate, including House bills transmitted for the speaker's signature and Senate measures sent for consideration. The House placed Senate Bill 4 (new fiscal year supplemental appropriations) on the Senate third-reading calendar after Representative Bigelow moved under suspension of the rules to lift the bill from Rules and place it at the top of the calendar; members were told to expect debate before noon.
Members also uncircled and passed First Substitute House Bill 4, the state agency and higher-education compensation amendments that move state and higher-education employees to a 3.5 percent adjustment, describing half of the funding as coming from additional funds and half from benefits savings; the bill passed 69–0. First Substitute Senate Bill 155, a technical cleanup of county and municipal land-use code references tied to last year's SB 60, was amended and passed 71–1 after Representative Fisher moved an amendment and described the changes as technical.
On a consent calendar item, Senate Joint Resolution 9, recognizing the right to participate in religious expression in public schools, passed on a voice vote and recorded as 65–0. Representative Alexander moved a short recess for caucuses near the end of the session.
